Police CAT Meeting 29th June

The last Police Community Action Team meeting took place on Monday evening, 29th June in Hale School.  The meetings format, for the last 4 years, headed by PCSO Steve Marnick will now be merged into future Parish Council meetings in Hale Village Hall.  Steve, during the meeting, explained why this was so.

 

Here are some items that were discussed during the meeting, which will in some form have plans of action carried out for the item by the Police or Halton Borough Council.

There where 7 house burgularies in Hale for the month of June.

Hale is still under surveillance by the Police unit known as “Vector”.

Numerous occurrences of loud music were reported during the previous weekend of the 27th-28th June.

Speeding vehicles and Dog fouling will now be one of the main priorities in and around the village.  Those caught speeding will now be summed to court and prosecuted/or summoned to attend a Police Speed Awareness course.  People allowing their dogs to foul on a public path and not clearing it up will be prosecuted.

 

To prevent wheely bins being stolen and burnt, villagers are advised to bring them in, soon as they have been emptied.

 

Locals were advised to jot down and report to the police, the registration numbers of any vehicles that they see driving or parking oddly, or indeed any suspicious looking vehicles/drivers around the village.

People parking up, in and around the school gates on the Curlender Estate/Hesketh Road will be moved on.

The main item on the agenda was that Steve Marnick had attended a training course using new mobile speed camera/s.  As of  Tuesday 30th June,, mobile speed cameras will now be in regular use in and around the village at any time of day. It was stated, that those who were caught speeding, will be prosecuted and/or sent to attend a police speed awareness course.  The positions of were the cameras were to be positioned, were mentioned to those at the CAT meeting.  Zero (0) tolerance on speeding was the aim when “Police Officers” will be in postiton in the village catching those who’s desire it is to break the 30mph speed limit!

Villager Returns After 12 Months

Well it’s been fairly quite of late in the village since the carnival so there’s not much to report and post.

But here’s a something for the old villagers who have access to the website and the net..

Some of you may know, that quite a few local villagers have been ill, along with being in and out of hospital for the last 12 months.  One local lad in particular, Norman Roberts who has been away from his village cottage for exactly 12 months. Norman fell ill during June 2008 and then spent a period in hospital followed by about 6 months convalescing at his daughters in the Midlands, it’s exactly 12 months and now Norman has returned home. 

During Monday (29th June), Norman appeared to have been ’round to our house, to visit Blackie-Billy Bagely, for when I came in at lunch time, Blackie said that Norman had been around-and they sat at the back talking for about 2 hours swapping ailments and hospital experiences and catching up on whats been going on around teh village.  Some of you may also be aware that Blackie, has also been ill since January.  So, when Norman turned up, unannounced, this made Blackies day and it certainly put a smile back on his face to see  his old team mate from Hale FC back on home ground..

From memory-and bits and bobs Blackie has told me, the pair of them were once in Hale FC, along with other numerous locals and friends, during the 1950s and onwards etc.  Blackie (my uncle Billy) was a half back for Hale when they played down Carr Lane on the original footy pitch opposite the Brickfield, Norman, played as a center foward.  Others involved at the time where Joe Leather, Allan Deakin and Fred Wright who ran Hale FC..

 

So,, if Paula is reading this,, then it looks like Norman is back on the scene, out and about etc!?

Hale Carnival 2009 Chairs Report

The sun smiling made Hale Carnival this year, fact!
However if I was to include one additional attribute, I would include the people who have work voluntarily over the last ten months in preparation to continue with this historic tradition of which has become a nostalgic event for Hale dating back to 1952.
In addition I would like to express my sincerest thanks and appreciation to the people who lent more than a helping hand on both the Friday and Carnival day itself, without any of whom the Carnival would not achieve the X factor status it deserves.
So, everything really did depend on the weather, and the day could not have been better. Seeing the Rose Queen and her entourage in all their glory on the sunniest of English days is something only other distant counterparts can only dream about, and to be crowned by our very own Lord Mayor should leave a lifetime of memories for this small group of our young Hale generation.
I estimated 4,000 plus may well have visited the newly refurbished park this day, with the live entertainment within the arena being designed to promote interest to both young and old alike and in general provide good all round family entertainment. How spectacular was the U2 tribute act Elevation? and the youngsters from Liverpool Elite and Step in Time gave a down to earth performance that epitomises what the youth of today really can do. Once again I must pay the utmost respect to Hale Tai Chi whose graciousness and discipline during their performance was a spectacle for us all to see. We, not so young ones still have a lot to learn from good folk like you.
The giants caused quite a stir from the younger element due to their whole enormous presence and the Wirral Samba Band veered slightly away from the traditional bands of the past, but maintained and even progressed the Carnival to a higher elevation. These two performing arts was always something innovative the committee wanted to bring to the party, and that we did with real success might I add.
Hands on or off! The reptile marquee was again something I would not hesitate to recommend for future events and our friends the donkies I am sure continue to be happy to strut their stuff across the park. I was taken back to my child hood with the demonstration of the scalectrix race track, and please let me take this opportunity in thanking Nick for his time effort and no doubt continuous patience in providing such ambitious items of interest.
The procession with any event like this although recognised as the opening act of our show could easily be described as the icing on the cake. The procession is not an easy thing to arrange these days as we are enforced to oblige to the bye laws of road safety when travelling as a group on the roads throughout the village. However to my friend Keith alias the Green Man, who took the honour of leading the procession I say thank you again for your time and commitment, you have never let us down Keith. Thanks also to Pete and Dave who arranged the decorative tractor and of course all those ‘young’ seniors who rode upon it. Of course the procession again would not be achievable if it wasn’t for the presence of the Community Police who backed up by Steve, enabled those who participated to enjoy a safe and stress less journey.
Last but not least I would like again to pay a special thanks to my colleagues and friends who have formed the Carnival Committee for several years now. I often think that doing our best sometimes is not good enough, but doing what it takes to make the Carnival a success is what we do. To you the Carnival Committee you do that in abundance with sometimes plenty to spare, but we will keep that for another sunny day.

Hale Parish Council Meeting/News

The monthly meeting took place on Monday 15th June, of Hale Parish Council, in Hale Village Hall.

Here are a number of items from the meeting, in no particular order..

The Parish Council now has a new Clerk, as Bob, our former clerk has retired from the post after several years! Alison Jones in the “chair” thanked Bob for all his hard work and welcomed the new clerk, Tina Rogers Smith (hope I have that right!?) to the meeting.

The Baby Clinic, that has operated in the village hall for over 30 years, is to cease shortly.

Further inquiries are in hand, regarding the preservation of the Childe of Hale’s Wood Carving outside the church.

Further work is planned on the village hall, which is estimated at being around £5000.

New mobile speed cameras are to be introduced soon, in three locations around the village.

Locations/homes in the village, that have hedge or the likes overhanging/obstructing a public footpath, may be contacted in due course about a Common Bye law requiring that their hedgerow etc, be kept neatly trimmed allowing people to walk freely along the such footpaths, this also includes trees and bushes etc that could be obstructing village signs.
Non compliance with such requests may result in the work being done anyway and homeowners being charged for the work being carried out by the local contractor/council?

Out Of Hand

After a successful Carnival on Saturday 13 June, things were somewhat spoilt in the early evening just after 5pm,, by several acts of vandalism and unpleasantness by kids and unscrupilous youths.

While carnival volunteers were clearing the showground,, several groups of youths could be seen prowling around the park, setting light to the new bins. Also,, while the Carnival Chairman was clearing up, near the changing rooms, without noticing the incident at the time, it would appear that a group of youths smashed a window in a police car parked near by. It was reported to the two police officers, who then cleared up the broken glass-and then seem to leave straight away!?

Once the police had left, things seem to kick off, so to speak…
Two motorbikes/scooters could be seen racing up and down the new driveway and skidding about on the gravel near Hale Hall Gardens.
While volunteers cleared up on the footy side, of the park,, youths in a sports car came onto the pitch showing off.

Other cars with 2 or 3 youths in, could be seen driving up and down the driveway at speed. Youths could be seen sitting around drinking alcohol, one lad was seen walking into the park drinking wine, from a freshly filled up wine glass – and then throwing his empty glass onto the folded up tables, volunteers where about to pack away!

Later on in the evening, local kids of about 8 or 9 years of age pulled down the bunting/flags and had a string of this stretched across the road, from Pepper Street across the road of Town Lane to the nearby lamppost. As cars stopped in the road, abuse and bad language was hurled at motorists, who got out to remove the flags obstructing Town Lane.

I don’t think there is any need for this sort of thing in a village like this, especially now the parkland has been done up.. Possibly if the presence of the police in the park and in the village on the day, had been lengthened, may be such behaviour would not have happened?

a
