Obstruction

Residents of Hale Hall Gardens and Orchard Dell Cottage over several years, have had to and still do, , put up with various aspects of hindrance in their small little community on the other side of the park boundary-which is owned by  Hale Park Estates and several residents.  At the end of the drive in the park, a tranquil and beautiful setting is being hindered by silly and arrogant people thinking they can park their vehicles and do as they want on private estate land (now being leased out/rented to a 3rd party)!

The problem appears to be getting worse since the modernisation of the parkland,  much more so, at weekends.  But even during the weekdays,, the problem still exists were locals and outsiders take no notice of signage in the park and woodlands of Hale Hall and do as they want because as they claim ” they have been doing it for years”, even if it means obstructing both the driveway ( where new signs say “No Parking”) and the small gravel track (where the estate have several signs saying “Keep Out”) leading to the residents of Hale Hall Gardens and Orchard Dell Cottage. 

As you can see from the photo-grid below of images taken on Saturday 12th September-between 10.30 am and 14.30hrs, that the vehicles parking up in the wrong places pose a threat to the residents safety and park visitors safety.  Vehicles blocking the main carriage way to Hale Hall Gardens and Orchard Dell pose several health and safety issues, if a resident were to need the Emergency Services, how would they get past if vehicles are blocking the driveway.  The same applies at the end of the new drive-the start of the old gravel track, leading to the residents dwellings, how would the Emergency Services get past cars blocking their way through!?

Also,, as there are horses being stabled/grazed on rented/estate land, it would suggest that access for a Vet- if an animal would to fall ill or need treatment, would no doubt be required too!?

Several examples of people being thick and arrogant can be seen below, for instance,, the silver car (a regular), doing a 3-point turn in the middle of the new drive as a lad from the football club chases after a loose ball.  Another example shows another silver car parked up obstructing both entrances to the residents dwellings and the old cricket pitch-now football playing field that is rented off Hale Estates.  You can even see a resident of Hale Hall Gardens trying to maneuver his tractor between both gates and the silver car which is in the way!?  They also have to carefully coax his horse and carrage past the vehicle later on !

Also shown is quite a number of cars and vans parked irresponsibly on the driveway- from the overspill from the inadequate car park,, with an unofficial(?) Ice-cream Van there too and children around,, does this not show or suggest that a potential accident  is waiting to happen and the hindrance that Emergency Service would have to encounter?

There are several aspects to life down the drive in Hale Hall Gardens and Orchard Dell Cottage, that some people may not be aware of or care to ignore for their own convenience.  There are 4 separate dwellings ie, 4 families in residence there.  In the main courtyards/ walled gardens of Orchard Dell and Hale Hall Gardens access is needed 24/7 because of their on-site businesses.  All dwellings and land outside the park boundary is privately owned and/or leased off the estate!  The driveway in the park ( the yellow brick road) belongs to Hale Park Estates.

 

Possibly to solve the problem, may be Hale Park Estates should consider introducing a regime of “Clamping” vehicles that are obstructing passage for the residents and passage to their property - out side of the park boundary?

    I read your recent comments regarding car parking in the park. I have every sympathy with Mal & Bobby and Tommy & Kerry. We are experiencing exactly the same problems. We’ve had taxi’s, ‘Halton Borough Council vehicles’, and others, parking right in front of our gates, totally blocking our entrance, even a local taxi firm ‘Alpha’ taxi’s manager parked his car immediately infront of my front door which ment I couldn’t even get out. During the refurbishment of the park, Halton Borough Council didn’t once consult us regarding work carried out or access problems depsite us having exclusive parking rights from Hale Estates which were attached to the purchase of the house. The park is very attractive since the refurbishment however no consideration has been given to the interests of the residents immediately within the park, i.e. the Park Lodge, Hale Hall gardens or Orchid dell cottage. And incidentally when we bought the house there wasn’t a car park in the park, there is still a sign saying no cars allowed despite the obvious installation of a car park.

    My two main concerns are when the cars are parked tightly down the path they tend to use the bottom of the path as a turning point and drive quite fast – if a child stepped from between the cars they wouldn’t stand a chance and secondly when vehicles park opposite the gate at the Lodge and down the path it leaves no access for emergency vehicles. I’m not sure extra signage would even help – Ive just asked a lady who was parking at the bottom of the path could she please leave access for emergency vehicles to our homes so she moved a little and parked infront of the next “no parking sign”.Earlier this week I put a note on a “regular” parkers windscreen and asked if they could please leave enough room for emergency vehicles – so they parked on the grass! I have also come to realise lots of visitors dont actually know there are people living down at the end of the path -it can be very intimidating asking groups of youths to move over so you can get home – a few weeks ago I had to call the police to a vehicle that was parked in the middle of the path and had to leave my car behind it and walk home. I think these are all teething problems and on a lighter note the park gets used more than ever.
